In the supernatural world, where power is currency and grudges last centuries, sometimes even monsters need a place where the rules hold.

Accorded Neutral Territory is exactly that—a location protected by ancient oaths and recognized by the major powers under the Unseelie Accords, the supernatural world's closest thing to international law. Within its bounds, violence is forbidden, politics are muted, and grudges are left at the door. Break the rules, and everyone gets a reason to come for you.

✦ What It Is

Neutral Territory is a sanctuary, a meeting ground, and sometimes a confessional booth—where even enemies can speak without fear of immediate reprisal. It might be a bar, a bookstore, a hollowed-out church, or a night market tucked between realities. Its form varies, but the principle remains: No violence. No magic used against others. No treachery.

It is sacred ground to those who know the price of unchecked power.

✦ Who Enforces It?

The territory is typically maintained by a Keeper—often a mortal or changeling with enough strength, reputation, or backing to keep the peace. Sometimes they're an Emissary of Power. Sometimes they’re just respected enough not to be crossed.

Backing comes from the Accords themselves. Violating Neutral Territory is a breach of supernatural law—and the other signatories are encouraged (and often delighted) to enforce the punishment. The penalty is usually swift, public, and ugly.

  • Information Exchange: Neutral ground is prime real estate for gossip, secrets, and side deals.
  • Hidden Powers Meet: Faeries, vampires, wizards, and worse all need a safe place to negotiate.
  • Mortal Hub: Often, mortals unaware of the supernatural pass through, protected by the same laws.

✦ What It Doesn't Do

Neutral Territory doesn’t protect you outside its walls. It doesn’t erase your enemies. It doesn’t guarantee fairness. It simply pauses the game, just long enough for deals to be made, truths to be shared, or traps to be laid with more finesse.

You can run to Neutral Territory. You can hide there.

But sooner or later, you’ll have to leave.
